Yates holds degrees from Tufts University and the University of Massachusetts-Amherst. He is an active member in the Association for Computing Machinery, the Association for Information Systems and the Institute of Electrical and Electronics Engineers. Yates has published articles in such journals as the International Journal of Design Management and Professional Practice and the Journal of Telecommunications Policy.
